What is Runic Over-ride?

Some writers, including Ralph Blum, describe a process called "runic over-ride" by which the runes ignore the issue which they were consulted about, instead highlighting a more pressing situation in the querent's life. Many rune readers are extremely doubtful about runic over-ride however it cannot be ignored due to the number of Blum-influenced readers who use it.
