What is Rune Magic?

Magic is the changing of reality according to one's will by means such as spells and charms. One way which this has traditionally be done is by invoking the magical power of the runes as we can see in this rune charm from the Havamal poem.

I know a third: in the thick of battle,
If my need be great enough,
